Perl Net Ping

I work at a smaller isp and am trying to make a ping tool to see if a host is alive on the network. Most techs don't too much past basic windows command line, is there a way to get linux ping to look like windows ping or to get reasons for packet loss in perl, for example Could not find host, TTL timed out, etc.
