Question Performance Threshold value


I am doing a project on load balancing MPI programs. Can I know is there a way to get a threshold value for the current situation of each computer(computers may have different speed of cpus,memory,cpu affinity etc.). Are there any equation for that????(for example equation that combines load average, cpu affinity etc...)
