Open source interface designer for windows for cross platform programming?


Hi. im wondering if there is a open source interface designer for programs for windows. Im going to make a math quiz for my niece and eventually other educational software. However i am going to make a version for linux and one for windows so i can put them on my computer and the xp box upstairs and possibly donate them to her school (which would more then likey be running windows) Im going to use Glade for the linux version but figured i would not be able to use it for windows because it uses the Gnome Tool Kit (maybe i could if i had it run in an enviroment?) So i wanted to know if there is any open source interface designers that i could use to make the gui for windows. Mono has an installer for windows. But that is an IDE, would i be able to use that to make a gui? I think im a little hazy on the understand of the difference between an IDE and a interface designer. My guess is that the designer deals soley with the gui aspect and an IDE includes tool kits and libraries for coding. Or could a IDE include a interface designer as well? I know my friend uses .net to make guis for his programs for school. Any help would be appreciated. thanks in advanced.

have you considered wxwidgets?? it's multi-platform...

also, i've actually seen gtk apps run on windows... things like GIMP and Gaim... i'm not sure how they do it but it might be something to check-out... i think there's a windows GTK somewhere...
