nptl-thread kernel interface

Hi,
is there a way (interface) to contact via c -if any other language can do it, plese let me know- the kernel and manipulate the (processes, which represent the) threads? ie create, stop, get info from structures, etc.
If i want to do the same from user space -manipulate the system or not threads , i can do it with posix threads. Is that true? However, i haven't found a tutorial which mentions, how i can get and manipulate the running system or not threads. Only tutorials, which teach how to create, destroy, etc your own threads...
If anyone is into this, please let her/him post links and clear out these things.

Thanks

PS: You 've guessed right; this is not a production system

I don't know of existance of such interface and I'm 99% sure it doesn't exist in the standard kernel. Having such functionality (more settings in /proc and/or using sysctls) requires kernel modifications. You'd need to write it all.
