Please be more precise, what are the 'system keys'?
Mayhap you have a laptop, where function-keys don't act as function keys, unless you press them together with a button labeled [Fn] ?

I toggled that setting system BIOS.
The F-Keys are always ON now & the system stuff requires the Fn to work.

No, from what I can tell it is something system / terminal related.

Did some research and it looks like the default xterm does not like ncurses.

Off: It would be surprising, considering the fact that ncurses and xterm are maintained by the same person: Thomas E. Dickey
You really should do some testing, eg trying different terminal-emulators, trying Midnigth Commander's Learn Key functionality, trying this program: http://web.axelero.hu/lzsiga/shkeys.c

I have emailed Thomas.

Wait and see what he has to say.

I have a new install of Linux Mint Mate 18.2 so everything should be up to date.

If there's a BUG, I'll find it, or it will find me.
