My project

I am trying to write a php site for my work that uses MySQL. What it needs to do is let people apply for a lunch or 15 minute break and allow managers to approve them and then notify the employee when it has been approved. Any suggestions or ideas of where to begin?

Decide the user interface, menus, general look and feel. Decide the functionality. Decide the structure of data in mySql. Then code.

OK
