MP3 or OGG in C

After looking around in some code for XMMS and other MP3 players im not able to find the actual decodeing library they use. Does anyone know if there is one or if
decodeing is done with a algorythem that is commenly known.

After searching online I can find refrences to OGG but not MP3 is this because its licenced format or something.
