What are they used for ? to translate what, the application's menu if would have a gui or the application's command line help menu ?

PS: the compiled binaries (mkvmerge, etc) are working fine

What are they used for ?
Like any other GUI application :
When your langauge setting is e.g. German ( de ),
the texts in the "mkvtoolnix GUI" ( $ mmg )
will be German texts.
