Question limiting page load frequency with a perl cgi script

Hi,
I have a perl cgi script that generates a webpage and everything works fine. The only thing i have left to do is restrict how often the page is loaded to X amount of times a second. Is there a good way to do this from inside the script or will it have to be some apache configuration thing?
