If by KDevDesigner you mean the GUI designer within KDevelop, this is actually the GUI designer that comes with QT. SO the best way to learn it would be to download QT and look at the examples and tutorials in the documentation.
However the version within KDevelop is version 3, QT4 is significantly different and it would (in my opinion) be better to learn version 4.

a subtle difference (and maybe the only one) is that the k designer uses kde components, while qt designer uses qt components. so if you will be doing kde programming use k designer, if you are doing qt work use the qt designer.
Yes, although I'm not sure the whole desktop environment will be ported, or just some apps. In either case I think it's great - letting some Windows users have a taste of amarok could really turn a lot of people onto free software.
