is it possible to get interface up/down event notifications thru netlink in linux

Hi,

In my vague memory, I remember reading something regarding kernel event notification through netlink in linux. Does anyone know how? Can I use this mechanism to retrieve network interface up/down event notifications in user space?

I would really appreciate if anyone could help or give me some pointers.

Thanks
