Have you considered netbeans using the ide on localhost?

Qt has been mentioned. I supervised a small team that used it to excellent effect and got very good results quickly. They chose C++ over Java. However, it can be used with Java.

Also second hand, I've seen people whip up small things quickly with Kexi.

Have you considered gambas? It just might meet all your requirements.
ie.
No web technologies,
Quick and easy.
Having some form and report options (in the IDE).

Well, I finally gave up on this, especially when I realized what it would take to produce reports, and cobbled together an internal website using Django.

And fortunately, I was able to do nearly all of it using the contributed modules (over 3,500 of them) that come with this system.
