HTML Help, what to use for certain layout.

First let me start off by saying I am not a web developer. I have a few books that gets me through what I want done. I hope I put this in the right forum, I thought programming would work better than general though.

So I am making a website and I want the index page to have a certain layout. I am not sure if I should use frames or tables. I am not sure if one or the other is capable of doing what I want. I would greatly appreciate any suggestions on this. Here is what I am looking at:
------------------------------------------------------
|BBBBBB|AAAAAAAAAAAAAAAAAA|
|BBBBBB|--------------------------------------|
|BBBBBB|CCCCCCCCCCCCCCCCC|
|BBBBBB|CCCCCCCCCCCCCCCCC |
------------------------------------------------------|

Ok, so what I want is A to be static. It will be picture for the site. I do not want this moveable. B will be a menu. I want to allow it to be vertically scrollable if it needs to be. If it must scroll, I want it to scrolling completely independent from the rest of the page. C is going to be the information part. I want this to be able to scroll independent from A and B. So when the content of C runs off the bottom of the page, the user can scroll down, but A is still left statically on the top of the page.

I hope I explained this well enough to be understood. I would appreciate any help. Any question about what I am trying to do, please ask.

Firstly, I apologize. I don't see what your talking about, and your diagram is sketchy.

But what I think you need are tables, and an iframe.

Check out W3Schools.com. Awesome web devloping website.

You should use frames to accomplish what you want. Here is an example code for the frameset:

<frameset cols='20%,*' border='0'>
<frame src='menu.htm'>
<frameset rows='20%,*' border='0'>
<frame src='picture.htm' noresize>
<frame src='CCC.htm'>
</frameset>
</frameset>

If you need more help, just shout!

If you know CSS, i'd recommend using that, gives you a lot of flexibility.
