how to modify ARP table

When try to delete an arp entry from arp cache with arp -d ADDR
it doesn't delete entry completely, when i try to list arp table it say : (incomplete) at the mac address section of deleted entry.

Now i want to write a program which deletes entry from system ARP cache but i don't know where to start, if there is anyone who knows how to do that and can help me.

Thanks

Everytime I thought I needed to mess with ARP, I figured out that I could solve the problem better with the routing table. ARP seems to work so remarkable well that most people don't even know it exists.

What problem are you trying to solve?
