How to display text on the desktop?

I think that's called OSD. I wanna display some text at the bottom of the screen. The windows should be above that text, since it will be displayed almost all the time ...
What's the easiest way to do something like that? Does it matter what Desktop Environment I use, which by the way is KDE, and will I have to communicate directly with X11, or can I use something like Qt?

And it would be nice if a program was opened whenever I click on that text, but that's not really necessary.

Thanks in advance..

Maybe you can read the source for "root-tail" and see how they do it...
