If your going to build your own linux distro, you will need to write your own installer, or improve someone elses where they have made the code available under a suitable license. you could also check out www.linuxfromscratch.org
EDIT: is this the "install distro" installer, or a package manager / software installer you want?

You could search the Debian website for jigdo. It's a utility to make your own custom bootable CD's from deb-packages, including the installer. Debian's installer is not fancy one though.
