Email Registration Programme

Can some one help me out from this confusion? We need the users to register for an email address to a website. Say one comes in to the portal...and clicks on the link "Register for a emailaddress" and he needs to get an email in that site...
I dont have any idea of how to do it. How the interface should be? How its communicating with the mail server? whether some database is req? I prefer to do it in PHP...
can some body get me a link to some tutorials?

hope the following site will help you in PHP.i dont know much abt PHP .if JAVA i can definitely help u in sending and receiving mail programs.

but i ma not looking for a miling list...what i need is that one persone should be able to get an email address by, or
