libpq isn't bad, but there's some really convenient and useful things about libpqxx I really like. In particular, the result sets are STL-like and the emphasis on transactions. It's also pretty easy to add whatever type conversions you want libpqxx to handle automatically (like I did for boost :: posix_time :: ptime with TIMESTAMP).

libpqxx doesn't have any of that query construction stuff (yet).. I've been half-thinking about implementing that myself with Expression Templates and other magic.

I've been contemplating the same thing with a library of my own, but I have too many other reasons to perpetually be on the computer, already.
