Unhappy creating an interoperable program for Tic tac toe

I'm trying to create an interoperable Tic Tac Toe game program , in java and .Net (c#).
i'm hoping to use a webservice for the interoperability between the two presentation components (java and c#)..
my webservice will ideally model the status of the board..
btw, would it be easier to create the webservice in java or .Net??

so, i have a few problems regarding the program..
firstly, since the status of the board should be informed to either side of the presentation components once the

opposite side makes a change, should the webservice be called in a while loop or something ????
i mean if i mark a cross on the java UI, it should reflect on the .Net UI.. how can i make it happen continuously?

If i'm calling the webservice from the Java presentation component, can i make values be passed on to the .Net

presentation component with that call itself..??

For a web service based application it seems that there is no need to have 2 different types of presentation components.

java is portable to any or most development platforms.

End
