Creating a new network backup software

Basically i would like to know if there is a "intelligent" backup software that can be used to backup data, over a network based these methonds

1) It will backup data automatically (without the intervention of and admin once setup)

2) the software chooses its time when it sees fit to backup those data thats needs backing up i.e when network taffic is at a minimum.

3) Backup is continious based on a 24 hour cycle.

4) Only updated data is backed up based on the fact it's already present on the backup system, else will copy newly present data.

5) Does not back up data that has not been updated.

6) Does not backup data when network taffic gets busy.

7)Moniter network activity i.e how much bandwith is used up/how much is free

8) Will notify the admin of any potenial problem that may accure of that has taken place, I.e lost communication with a next machine, or, backup medium is runing out of space etc.

The reason is am thinking of desiging and implimenting and software for UNIX/LINUX that incoperate these methods if there is not already such software aviliable? any response would go down well or sugestion
Thanks
