Question Configure script

I am currently in the process of programming an SDL game that uses the GTK+ file selector interface for choosing a file to load/save for the level editor portion. However I need to know how to generate a configure script that will check what version of each you have if you have them, and if not or if you don't have the required version print out what version you need and exit. I tried using KDevelop but it's hard to customize the Makefile in KDevelop. If anyone knows of an IDE specifically for creating configure scripts please tell me. Thanks!
