adding users and passwords to mysql


I have apache using php and mysql on two computers here a windows xp machine for design and construstion and and a slackware server for... serving.

Id like to know how to add a user and relating password to mysql.
and if anybody can give me an example of teh syntax for a query that contains the users pass aswell as the name it would be great.

im reading through the sql documentation but theres almost too much since i really only wanna know these couple of things at the moment

i use webmin and it has a gui or u can use phpmyadmin and make a user from there as well. as for console i dont know. man mysql or mysql-server.
