account lockout threshold

Hi i want to establish account lockout threshold in linux.
i was told to make changes in /etc/pam.d/system-auth config file.but on my system this file is auto-generated and user cannot make changes in it.

so can we write our own code to achieve account lockout policy in linux???

can u help me with some code???

As far as I know you can still set this in the /etc/login.defs file.
# Max number of login retries if password is bad
LOGIN_RETRIES           3
I suppose that I could be wrong. I haven't actually tested it.

Even i tested that sir.its not working with /etc/login.defs.

any other way??can we write our own code??
