'make' builds all instead of just modified

I'm having a bit of a problem with building some source files.
I've got a directory full of source files src/ , with the file src/Makefile and lots of C source files. These compile to produce a binary in a different directory, bin/.
Now, say I do the following:
-> compile ('make')
gcc -g -O2 -Wall something.c
gcc -g -O2 -Wall something2.c
.
.
gcc -o ../bin/binary something.c something2.c ...
(done compiling)
-> modify something.c
-> compile ('make)
make[1] - Nothing to do for 'all'
make[1] - /bin/binary is up to date
etc.

Does anyone know what the problem is here?

It does, local and remote clocks are likely out of sync.
Use ntp.
