Blank "Maps" in OS/X?

I've seen a few references to this problem but have not yet found a solution (even after looking through YouTube, etc).

The map display in "Maps" (OS/X El Capitan) is blank.

Deleting .plist files does not help. They are automagically re-created as usual, but the map display remains blank.

Simultaneously, my iPhone can display a map.

Actually, I now suspect it might have been a problem with Apple's map servers . . .

When the maps were blank, they were blank for all users of the Mac, and the non-blank maps on my iPhone might well have been those tiles that were cached.

Ouch...so, sync could be...dangerous, if I understand correctly...

Actually, since this experience, I have actually observed both Google Maps and MapQuest "briefly going totally bonkers."

Therefore, I now believe that the actual cause of the problem that I observed, was that it was, in fact, "an outage."

I'm quite surprised that this "outage" lasted for the time-period that it did, but let the record show that Apple's "Software Update" servers sometimes seem to be "quite constipated impacted, from time to time," too.

Nevertheless, "lately," Maps seems to be working as-expected on all devices.
