I don't have memphis so I can only tell you what commonly causes this error on NIX dial up systems.
Inorder of most likely cause
1) The browser is not actually connecting to the dialler.believe it or not that actually happens and is related to matters of permissions user, group etc.
Be sure that you have been consistant using the same local domain name in the whole installation
I have a box with a full SUSE system installed and I know it cant find the modem connection because I entered a slightly different local domain somewhere during the installation process
It only needs something like a capital letter or a lower case letter somewhere and it is effectively a different domain. In other words the browser is living in one domain and the modem and dialler is living in another.Users and groups having identical names in different domains are not identified as same people or group as those of the same name in another domain.
Although you can actually see the dialler is on line ok the browser is not through to it
2)If you are using the KDE konqueror Browser there is a little bug that makes Konqueror react to fast and give the error because on line response from the server is too slow.
I had this problem and cant remember know how I cured it.I will investigate and try to tellyou that on a later post.Easiest is to try a different browser if yu can .Not so easy if you cant dial out and download one.
3)I recently had a problem with dial up where my service provider did something naughty and would not admit it.I managed to get the loan of a login and password for another ISP
which enabled me to check that my system and settings were not at fault.I then got past the problem by setting Kinternet to "stupid mode".Stupid mode simply ignores responses from the isp's server and sends the login and password three times and then bangs away treating the connection as being authorised and made.IT WORKS.If you are not using Kinternet you could probably achieve the same thing by changing your login scripts in PPPd.
BUT FOR GOODNESS SAKE SAVE A COPY under a safe name before you make changes and step by step write down every thing you do or change so that you can reverse the process if you need to

Are you sure it's connected? You may want to read this: http://www.mepis.org/docs/en/index.php/Modem

my first reply and this one by way of simply mepis 6.5 and konqueror browser. my modem (external) was connecting. i used kppp dialup through local isp when connected got connected box with time, speed and isp name. problem was ever time i would enter an address on browser (konqueror or firefox) i would get the server error and could not go anywhere. being a little hard headed and couldnt figure this out. i just started emptying hard drive with partition magic and re installing until it did work. this case about 6 times total. why it finally worked or what was wrong i do not have any idea.
