Just loaded Mepis 6.0 - French user - make new user - speed of machine

Hello, just installed Mepis 6.0 (KDE) on a Compaq 7479, really happy, converted this from a Windows 98 machine. So far, most has gone well, but several things:
1. Trying to get French language support (desktop commands, etc.) - got French Canadian keyboard to work, any easy way to do this? Tried regional settings for language, but only English exists. Incidentally, I would like to use English when I log on.
2. Tried using the KDE login manager to add a new user, so far have my root account, my wife s account, and want to add one for me (non-root). I can go the /etc/password route, but the login mgr seems to not want to add another, any thoughts here?
3. Speed seems to slow down at times (even compared to 98), any tuning I should be looking at here? For example, ran Picasa, but it does seem to chug along vs. what happened in Windows.
Thanks, any help/opinions appreciated.
P.S. My computer-illiterate spouse finds it easy to use (of course I set it up for her).

Ok, finally found FAQ on kuser, so ignore login question, that worked mucho better than login manager. Now just for the tuning and French questions! Btw, have 184 Mb of memory in machine.

You can type the command
ps aux
to see what you have running. If you see something that looks like you don't need it, look it up. I forgot how to disable startup programs, but you can look it up if you want to get rid of that google.com/linux Look in the man page for ps to see what the numbers all mean.
