There is no guarantee that your Fn+ keys can be made to work as it is very much dependent on the hardware. If the kernel sees your Fn+ keys, you can try one of the many packages available, viz. keytouch, hotkey, xbindkeys, funkey etc.
Ofcourse, you can do away with these packages. For this, you will need to have an understanding of xkb which is very confusing at the best !
I tried all the above mentioned packages and more. None of these were able to see some of the extra keys on my laptop. This is because the kernel keyboard driver doesn't see them or ignores them hence, these keypresses don't reach these apps. Some of the apps claim to achieve this thru' ACPI but, not for me. I finally had to settle down to the use xbindkeys which carries very little overhead and works flawlessly. Ofcourse, I couldn't get all of the extra keys therefore, had to be happy with what I got !!
[EDIT] Some of the apps I mentioned above, do have builtin support for some of the laptops. You might wanna check their websites to see if they do.
