why is the fan less active in linux compared to xp?

i have mdk10 and in comparison to xp, the fan is much less active. i think it's still on but very soft. is there a way to adjust it so it runs more, since i think it could be overheating. thanks.

edit: i have dell inspiron 1100/384mb/2.2ghz celeron.
mdk 10 w/ the most recent kernel. 2.6.11.
