Are you logging in as a user? If so you need to edit the sys admin tab under control panel (if using kde) for the login manager. Under that you can specify who can shutdown a box. Might be why its grayed out. Good luck. Hope it helps.
note that (if you're a shortcutter like me) you can use ctrl+shift+alt+pgup for rebooting and ctrl+shift+alt+pgdn for shutting down (when using kde. I love them)
