The installation program should ask if you have all the disks listed in the first CD's database of CDs and the software packages they contain. Older versions asked this at the start of an installation or upgrade and version 10 should also. This should happen before package selection so all the packages on the disk you don't have will not be listed as selections.
Older installation programs also let you go backward in the installation routines, go from "select packages" back to "partition" or "choose security level". This is a shortcoming of installation programs starting with release 9.1. Later versions don't have easy ways to log in as root either. Damn improvements!
The request to insert the next CD also should ask if you have the requested disk. The download edition I ordered includes 4 disks. It was installing fine as an upgrade until my kid shut the power to my work area off. :-( So I reinstalled the old version (my favorite, 8.2 download ed.) and will redo the upgrade to 10.0. After doing so, I hope to render an assessment here.
