If your BIOS uses ACPI i.e. its a newer PC (check manual or look at startup messages from BIOS to investigate), its probably that you do not have the ACPI rpms installed. Install the two ACPI rpms - acpi and acpid if they are not installed. You will also need to enable ACPI for the kernel - use the MCC - Boot and click Enable ACPI. When all this is done, shutdown and let us know what happens.
ACPI is the protocol that the BIOS makes available for the kernel to communicate with it.
