Question Running Tomcat non-root with MSEC setting of "Higher"

I have been having a blast setting up my Mandrake 9.2
web server. However, in the interest of security I have
chosen to go with a higher setting of MSEC using the
configurator DrakSec setting of "Higher" which is supposedly
appropriate for servers. I am not familiar with MSEC,
particularly, and was looking for some help with an issue
related to this higher setting.

Here is the issue I am having. Now that I have set MSEC
to "Higher", I cannot start Tomcat from any user other
than "root". I do not want to run Tomcat as root. Instead,
I currently have a special user set up just to run Tomcat,
and would like to be able to run the following script to start
Tomcat (got the idea from :

# shortcut for starting tomcat web container
su - <user> -c /opt/tomcat/bin/

Again, to reiterate - the above will work at a lower MSEC
setting, such as "High" or "Normal". But it will not work
at "Higher". I have looked at the customizable settings
to see if there is something I can change to permit such
usage, but did not see anything that looked like it would
allow it.

Has anyone else run across this and solved it?
