Problem moving files between pattions.

I have created tmp directory patition so if I have trouble with my MDK9.2 system,I can move files to this tmp directory and simply formate home direstory and reinstall system.
but I have problem with some files that computer says "could not change permission.
also Every 23 times of booting, that tmp directory will have problem after computer checked file system.

Are you transferring to some form of Windows filesystem? Windows filesystems don't have permissions as does Linux filesystems.

Does root or <user> own /tmp?

As root, perhaps you need to chown -R <user>:<user> /tmp if you are doing this as <user>.
