No Virtual Desktops
Whenever I edit the number of virtual desktops within KDE, instead of saving, they revert back to 1. I then tried using the compiz setup tool to configure them with no luck. Also, If i disable 3d effects, KDE loads but I lose the window management bar(I'm not sure of its proper name, but the one with minimize, maximize, and close). Any help would be appreciated.

What exactly reverts back to 1? Are you setting apps to start on certain desktops or are you talking about backgrounds or similiar settings?

As far as the 3D, have you tried a different account and see how the gui interface behaves. If it is fine then my only suggestion is to reset the KDE config settings. Returning you to a default settings. To do that logout of the gui and in your home folder rename the following directories
mv .kde .kde_backup
mv .local .local_backup
mv .config .config_backup
Start X server up and login.
