no static ip need help


hello all i have been running a windows server for 2 years now but i dont have a static ip .. i use a parksite and use a program called DynSite for Windows this updates the ip automatically so i dont have to.. now my question is if i have this program running on a windows server will that keep the site online? if not is there a program for linux that does the same thing? also can i run a dns server from the linux box so there would be no need to keep an updater for the ip and if so how
