modem dial-up: possible to activate con. by plugging in the cable?

subject says it.....my friend runs an older suse with a modem dial-up connection. An whenever he plugs in the phone-cable, the modem dials automatically.

Has someone an idea how to realize this in mandrake 10 Comm. ?
