Mandriva control center is only showing packages that are already installed
 
I'm trying to install wine onto my computer but when i go to the control center it only shows what is already installed

Make sure both drop down boxes on the far left have All selected, by default one has Packages with GUI selected.

Please open a terminal window and type 1) su

2) urpmi.update -a

This is meant to update the 'Package Manager'.
( There's a method too in the 'Package Manager',
but 'urpmi.update -a' is easier to explain.)

it didnt work because wine is still not listed

Check that you have set up Internet update and source package repositories for use with the Mandriva Software Manager (and urpmi).

Open the Software manager.
In the Options menu choose Media Manager.
In the Media Manage, if none of the Media Sources listed in the main pane are check marked (or if only the Media Sources on the installation CD or DVD are marked), click the ADD button (right), then in the pop-up dialog, click the Full Set of Sources button (bottom right). Follow the prompts. You may be asked to choose a mirror from a list. Take your time, and choose a mirror from the list that is close to your geographical area.
