Post Mandrake 9.2 shut down problem


I've been dual-booting Mandrake 9.2 and Windows 98 for about a couple of months now, and, obviously, I find Mandrake 9.2 better. The only thing that makes me choose "windows" in lilo is this:
I can't shut down my PC with Mandrake!

Ok...everything shuts down properly, but, right at the end, it gives an error message "Power down" or something similar. After that, even if I press the power button on my CPU, it dosen't shut down. So I have to press the 'restart' button, and then the 'power' button. I'm scared if I keep doing this my pc's going to get screwed. How do I fix this?

My configurations are:
Pentium II 400Mhz
128 MB RAM
S3 Savage 4 16 MB Graphic Card

The only experience I have in linux is....compiling the kernel (to make a conexant winmodem work) [yes, it IS possible] So....please make it as simple as possible....

Firstly, if you hold the power down for 4-5 seconds, the computer will shut down.

Check in MCC in the "boot" section, or "bootloader" (not sure how it's set out in 9.2), see if the Enable ACPI option is checked. Enable it if not and shutdown to see if that makes a difference. You'll need to reboot and then shutdown

If that doesn't help, you might not have ACPI compiled in your kernel, or your motherboard might not be ACPI compliant

It didn't work..
I enabled ACPI. There's this other option "Force No APIC", that's not enabled. Should I enable it?
What are ACPI and APIC?

How do I know if I complied it in my kernel or not? Or that my motherboard supports it?

I pressed the power button for a few seconds, and it shut down. Is it safe to shut down like this?

Question

Ok....when I switch it off after pressing the power switch for some time, it turns off. But then my PC automatically starts after some 5 minutes. Why is this happening?

I'm having the same problem with a Dell laptop and mandrake 9.2, It goes all the way to "power down" and then just sits there, I have to turn it off manually by holding the power button for 5 or 6 seconds, I also tried the ACPI with no luck, I'll check the kernel config.
