KDE Taskbar appearance tab missing from "configure panel" control

Since updating to KDE 3.5.2 and now 3.5.3 using SoS rpms, when I right click my taskbar to go to configure panel control the appearance tab is missing. I can't chance my taskbar colors and its just a sickly grey. I want to add a picture background to it and cant do that either. What am I missing? Is there a KDE package I don't have or something?
Note that I looked in "look and feel" as well as Theme Manager, and still there is no taskbar appearance option anywhere that I can find.

The best is to ask the package maker not just because you can get the best help from him but he can fix the package so others won't run into this problem. In this case it would be best to post this into the SOS forum I'm sure Hawkwind will answer.
