jerky mouse / sound

Everytime I run an application, access the CDROM, load opera, install new packages or infact anything that uses the CPU/hdd/cdrom/internet at all, my USB mouse (logitech mx510) goes jerky and mp3's playin in XMMS skip like crazy! its like running an old 486! only this is a p4 2.6Ghz !

Anyone know how to fix this.
