go to KDE Look.org to get themes. follow the install instructions for a particular theme. usually it involves untarring the theme to /usr/share/apps/kthemes (or something similar........i'm at work & can't check right now), then running kontrol center->look n feel->styles (or themes) & click the add button & browsing to the new theme. the screenie you're linking (with transparencies, & such) can be accomplished in the same look n feel section, through various settings there. play around in there with the various modules until you get something you like set up.
I think you want the 'style' part of look n feel.
It's the only place I can see that actually changes the.... style, of your windows etc.
You might have to mess about with the icon and window decoration settings too if the style function doesn't configure your theme for your automatically.
I can't see a definitive 'theme manager' per se in the KDE control panel though.
