As the mandrake site states, the Community release is a "final" release for download and final bug squashing. In reality, there should be no more bugs, but they're being sure. "Official" is the final, burn to the cds and sell release. It may contain a few updates that community wouldn't. Since Mandrake is on development overdrive, expect to always be getting updates. Its pretty fast moving.

Actually "Official" also tends to contain specific drivers which are not part of the Open Source distros.

E.G. the Nvidia ones, etc.

You are usually better off with the Official releases as a result.

Mount the isos with a daemon

Whenever I had problems burning from ISO's I always solved it by mounting them on my virtual cd drive, in my case it is Daemon tools witch is free and easily found with Google.

Clone CD also as a similar device called clone drive.

Once mounted the iso's where smaller in size for a reason that escapes me and I burned them by using Nero CD copy. In essence Nero believed I was copying a real CD on the fly.

Now solution #2 would be to forget NERO and install Clone CD if you can or the free CDRDAO witch will allow you to burn from iso easily.

I just had the same problem with many of the mandrake 10 programs not installing, which is why I'm afraid to over-write my mandrake 8.2 Most of the programs on the second disk did not install. I thought it might have something to do with not purchasing the package for 10?

Only if you purchase. If you download, you still don't have the extra drivers.

I doubt if any distro has an agenda like that. Did you check the md5sums of all disks?

The md5sum is an encrypted hash of the file before it is sent. If you compare that number with what is generated when you check the md5sum of the file, it should match exactly. You'll need a md5sum calculator. In Linux, almost all distros (maybe all) include the tool. Its command line and easy to use.
Code:
md5sum <filename>
md5summer comes in many flavors (www.md5summer.org). Read up on it and check the md5sums of every iso you download before burning. If it doesn't match. Redownload.
