Your theme is a .tar.gz archive?

I have an theme tar.gz (not install). And a rpm theme that is installed (the rpm) but not actived, because I don't no where

It have to be in Configure your desktop>Look and Feel>Style,if you installed it from rpm. If it does not,so just unpack a .tar.gz and install using
./configure
make
make install (as root)
It will be available under Configure your desktop>Look and Feel>Style.
If it still does not work, post here where i can get this theme,i will play with it and give you an answer.

if the theme is packaged/built properly (IE: the maker included a .themerc file in the .tar) all you need to do is download/copy the (nameoftheme).tar.gz to /usr/share/apps/kthememgr/Themes. then open Kontrol Center (IE: configure your desktop)->look n feel->style & it will be automatically detected. if the package doesn't contain the .themerc file, then you have to make your own. that's too much to get into here, but there are instructions at kdelook.org, or sometimes there will be a "read me" or "install" file in the theme package to tell you how.
