Smile HTB.. qos or what?

Hello all, i'm a newbie in linux, but desperate to learn very fast and manage to do on my own things that i need to do, and maybe, later, who knows, even help others if i can .

One thing very important for me is sharing internet to a small home private network (approx 50 computers) using mandrake.

What i need to know: may i share the internet bandwidth using a method that divides the total bandwidth to individual users? Let's say i have an internet connection of 10 Mbps, i'll need to give to Mary 1 Mbps and no more, and to John only 128 Kbps, because he downloads all day long and otherwise would keep my whole bandwidth chocked. How may i do that exactly? Has anyone of you the patience and kindness to show me, step by step, the way i should do this? I'll use mandrake 9.2.

p.s. somebody configured me a server using slackware 9.1 with HTB and qos but i'm totally dependent to that ,,somebody". There i have a file that contains the host's IP, and i can modify very easy each host's connection speed. Of course, i even have a monitoring tool that shows me the real-time traffic each hosts does ... Being a newbie, slackware is very difficult for me even to install it, and i thought starting with mandrake i'll have more chances to learn linux, and then, if i'll need something more powerfull, i'll move on, though i don't thik i'll need that.
