The mirror for free download is on the main page at www.mandrakelinux.com
You can also use the official torrent file

The download is free. Period. It *asks* you if you would like to join, but won't insist on it.

The three CDs are plenty. If you want to kick it up to near-Powerpack levels after installation, just visit the Easy Urpmi site linked in my sig, and set up mirrors for "main", "updates", "contrib", and "plf". Then you will have access to all the non-proprietary stuff that is on the 6-CD Powerpack set.

If you can configure it correctly then bittorrent will be supremely fast.
