ERROR: The CC sanity check failed:
The c compiler 'cc' does not appear to be able to create executables.
Please make sure you have your Linux distributions
gcc and libc development packages installed. (end of message)
Now I have run urpmi and installed all I can find about gcc and libc dev files
but still nothing.
Any ideas?

Are you doing this as root? If not, try again as root. I have not compiled software for some time, but IIRC I ran into trouble if I did not run make and make install as root.
My apologies. I did not look at who I was responding to. That sounds about right to me, or you could make sure you have the gcc and libc packages of the correct version for the kernel and driver installed. Either way should work, I think.
