Directory Ownership on Samba Shares [SOLVED]

I have 2 identically configured directories (in Webmin) that I am sharing out via Samba. One works RW and the other works RO. The only difference I can find so far is that the RW directory is owned by 'root', while the RO directory, is owned by another user (permissions are the same, 777). Why does the directory owner have to be 'root' for RW? Is there another configuration parameter that I need to add so that the non-root owned directory can be shared RW? TIA.

I figured out how to fix the problem, however, I don't really understand why Samba was implemented this way. It seems that even though the Samba server is running as 'root', the Unix directory permissions override the Samba permissions. I had to add RW permissions to the directory's group and then add the non-root user to that group. It seems to me the Samba permissions should determine access as now I have permissions set less secure as result.
