CPI ViVa 33.6 modem not found

I'm trying to get my new Mandrake install to see and use my old modem. I had RedHat 8 working on the box prior to this and it used the modem without a problem. The modem is seen at boot (according to dmesg) but I cannot find it in HardDrake or connect to it in anyway.

I am sure that the modem is at ttys2, but when I try to dial using kppp, I get a message stating that the modem is busy.

When I try echo "atdt" > /dev/ttys2 I get a message stating Input/output error. I'm not sure what to do next.

Any ideas?
