"Configure your computer" won't open. Hourglass in taskbar, then closes.

When I try to use the "Configure my computer" option, I get an hourglass in the taskbar, then it closes. No prompts, nothing. Same thing with any of the options under System->Configuration->Packaging->
Any one of those that I click I get the same thing. Any ideas?

Thanks in advance.

This is the error I get when trying to run it from the command line.
